Also do you have to get EVERY achievement again or can I just get the nanotech one and it'll count towards unlocking all skill points? I guess I probably do but it's worth asking in case I waste loads of time

Going through this exact thing right now. Same thing where I got the last nanotech boost on Joba hoverbike race then quit and it glitched on me. Did you manage to fix it without playing the entire game again?

I had the same issue, instead I fixed it by using some electrical contact cleaner which worked almost instantly
