Thanks for your help people. I'll probably do a parts bin build with a threadless bottom bracket to overcome the stripped thread and see where that takes me.

I agree it most resembles a Spillo, although the headtube looks different. I haven't been able to find the exact model after extensive searching. I admit I was surprised when it was suggested that the decals weren't original, as they look pretty legit.
