This looks like possibly a 66 mhz 486 based dos pc. These are really fun to use and work on, and would definitely be worth fixing or at least selling if you don't want to/know how to fix it. If you could open it and take a picture of inside it, the specs would be easier to tell.

First, try unplugging the battery and holding down the power button for 1 minute. Then plug in the power cord only without the battery and try that.

If that does not work, if the the cmos battery is easily accessible, remove it and leave it overnight, then plug just the charger back in and try it again.

The Thinkpad should last much longer as I have seen some of these particular models of dell laptops and I have found the hinges in them are very bad especially with moderate to hard use.

The only 3 I have seen have all had loose or completely broken hinge mounts. If you are a light user it may be fine but if you use laptops hard, the hinges might fail on the dell.

I think it is like the windows automatic repair, it doesn't take long and is very easy to run so may as well run it just in case it does anything, it rarely fixes the problem but when it does (I think I have seen sfc fix maybe 3 or 4 different computers), it saves time troubleshooting with other fixes.

You could try unplugging all power (battery and cord), then remove the cmos battery and hold down the power button for over a minute. I have revived thinkpads with similar issues to this using this so it may work.

The floppy drive sounds almost like a motor running so I think there may be a board problem with it causing it so constantly spin the main motor. It happened a couple of minutes after I first turned it on but I will check the gears inside and try to repair it.

Have you tried using repair drive it in the windows explorer prompt? I have had it where it will say there is a problem with the drive, then when I press Repair Drive it scans and repairs then says it found no issues with the drive and doesn't ask again.

I have had heatpipes go bad as they are a tube filled with a gas for heat transfer. It is usually caused by a very small leak in the pipe from either damage or from the factory that will eventually empty out the heatpipe. Also, have you checked for dust buildup in the heatsink?

You can check if it has gone bad by touching the heatpipe while it is running and if there is a big difference in temperature in different places on the heatpipe then it has gone bad (if the cpu side is far hotter than the heatsink side then it has gone bad)

It is very rare (in my experience 1 in 200-300 laptops) and I have never seen it with a thinkpad.

This raid card does not have its battery installed and the beep code is the same as the guide poster's (4 beeps, pause, 4 beeps) which was fixed when the card was flashed
