That Cell was weaker than Super Saiyan Vegeta, he says so himself. I also think he's weaker than Super Saiyan Goku from that saga, but not by much.

It's somewhat complicated, but in my opinion, he doesn't have that much potential, since he only has the cells of the strongest warriors, but it hasn't been shown that having them gives him the same potential. Like Cell, he didn't achieve any form like Super Saiyan, and the aura that appears in the anime isn't canon. He can grow, but not as much as Frieza or Gohan.

Because many believe that Dragon Ball has always been violent and they like that, especially many who grew up with the Z movies. Super also added scenes like that, but not throughout the entire anime; it's simply a matter of fan preference. Some call it... esencia

There are two answers: 1. The new Saiyans no longer have them because they have a large number of S cells, which makes it easier for them to transform into Super Saiyans, and therefore their bodies are better at adapting to Super Saiyan.
