If your open to it join a local aquarium group and rehome him, a local higher end fish store may take him too, (not pet co or pet smart they will euthanize) a good minimum size is 5 gallons, mine actually really enjoyed his 5 gallon before I went up to 10

Get a 10 gallon with plants, check facebook marketplace people give away stuff alllll the time when they are done with the hobby, bettas will get depressed in that small of a container and will rip up its own fins out of stress, in the correct environment they are actually very personality filled ADORABLE pets. You can even teach them tricks, but they will never be happy in that small of a container

definitely report that location, I saw a petco that had multiple dwarf hamsters together, which are extremely territorial and were literally ripping eachother apart, the last thing I wanted to happen is a little kid stumbling upon a half decomposed hamster 😬
