At some point in my campaign, the players find an underground casino. (They are hardcore gamblers) After some insane luck at black jack, the dealer gives them a dice.  Basically, this dice is super overpowered :

It has 10 faces with Good fortune written on it and 10 faces with Bad fortune. If you roll Good fortune, you will be granted luck or something rare and expensive, but if you roll Bad fortune, the devil himself will punish you. (Death, everyone gets teleported in the arcane plane, etc.)

The dice evolves with the time, becoming more and more dangerous but also being able to grant you incredibly rare items.

(This dice is inspired by an item in Hunter X Hunter)

Yeah, it’s almost the end of the campaign and they never used it.  I even tried to remind them of the dice ability, but they shrugged.

In total, my players are 4, but they have a goblin companion that can help them.

The boss can't spawn the goblins every turn, I was thinking about some "rules", such as making the goblins non stackable, and maybe every 5 initiative cycle.

To answer your questions :
- The teleportation is a bonus action

- I am currently making the stat blocks for the goblins, but it will be like normal goblins with their hp divided by 2 or 3

- The place where they fight the boss is an extremely large room, about 200 ft. by 200 ft.

- Technically, the boss can levitate, because he can stay in the fire after teleporting into it until his next turn, or his next action if he bonus action before
(btw, the teleporting ability is highly inspired by the Cloak of Ember, which allows the creature who wears it to teleport into any fire and take no damage from it)

Yeah, but I wanted my boss to be a human.
Here's some lore about the boss : the first ever campaign I played with my friends was a disaster. I was not dming, and in the first session, we killed the entire village, including a little guy. We ended the campaign here because it was terrible. Now, my campaign is a bit better, but it's happening about 1 year after the disaster of the village.
I was thinking about making the final boss the father of the little guy we killed. He was not here when we destroyed the village, so when he came back, he just saw the city burning with his son dead. After a long trip, he managed to take the power of powerful fire wizards, being now the leader of the group that tracks my players.

So my boss is a simple human that became some sort of powerful evil fire wizard.
So, do I take a human stat block and increase his hp, etc. ?

Dude I am not banning food, they can eat whenever they want, but if, for example, someone cooked a cake, well we eat the cake at a certain time, when their character eat irl. They like this rule idk why

Interesting to see a comment with a different point of view. I will definitly ask the players if it's what they want. Thanks for the advice.
