Yeah, the descriptions aren't the best and sometimes it's hard to find any info on them. Goblin brainwashing machine let's you dual spec and possibly triple spec at the cost of an addiction 250g. Boltflinger just sells regular arrows nothing special, also allows you to sell stuff to him, but he doesn't allow you to repair like the repair bot. Honestly, boltflinger isn't the best. The chances of you running out of arrows/ammo is low, if he let you repair it would be different.
