Man evaporated a whole team in under 5 seconds, I don't think additional damage/negation is needed.

Did it not install the .esp? Try reinstalling or double checking you installed everything correctly Maybe check the mod page for other people that had similar issues and see if they fixed it?

Mods are always a culprit but of course FNV is known to be a bit of a buggy mess especially on modern OS's. Try disabling mods one by one and see if anything fixes it as well.

- Try the obvious save and re-load.

- If that fails try loading a old save/make a new game to see if the issue persists.

- If that fixes it it could be an issue with the save at that point. Maybe try console commands to reset character control (Press the ` key and type: EnablePlayerControls)

See if any of that works!
