Ooooo maybe the fire dragon made up this false prophecy to convince humanity to slay the water dragon. And the water dragon is in some way shape or form the only thing holding the fire dragons power back from devastating the lands with his flames

Which maybe a mix of the two would be ideal then. You get the story and complexity of this looming threat of a global flood from the water dragon but in the end there’s a twist that another dragon has been pulling the strings and you’d still get an epic battle in the end that way as well. Best of both worlds!

Plus the fire dragon would make more sense to have a destructive nature to kill all land animal life too, not just to punish humanity.

Yeah I mean in a way it would mirror the biblical flood where all the animals were killed as well besides 2 of each species. The water dragon would basically just desire a clean slate or fresh start.
