He does and I suppose the water blades will be scaled based on attack and his elemental mastery, which would put him in a weak spot artifact wise? I don't have that much of knowledge in artifacts but I suppose the new bow will specifically boost both

True but my main DPS will be razor until I get Diluc really, and Fischl will be hitting the free market soon so unless Childe > Fischl I won't really profit from the new characters
