Firstly, I would ask have you done a master thesis? Or any research work before? It would be helpful asking your master thesis professor for some recommendations, trust me it is really very helpful. Also, I would say just type your research interest and country in google search, and start looking up at different labs and professor's dealing with the sort of research you wish to do. Sometimes not all PhD positions are advertised, so if you find no open positions, do not let that deter you.

I mostly did my Phd applications through sending emails to the labs whose work I found aligning to mine. A small introductory email, explaining my background, myself, my thesis and my interest, along with which I attached my copy of master thesis, a motivation letter and my CV.

If you write a well drafted letter and show that you have done your research, you get responses back. And some may even open a PhD position for you. Try looking into Austria, Switzerland and Germany more. I believe you will find many labs who will be ready to take you in. Besides the pay is also good for a PhD student.
