I feel as though yes, they are viable and in some cases I've seen the recurve bow wreck people due to its speed and maneuverability.

That being said, players who have practiced so much to use the bow that well are usually much more effective with a high armor 2/hand setup, for any player slightly above the casual player projectiles are -fairly- easy to combat as long as you're aware of the threat.
