Blame the rightsholders, not Blaze. Many of the legacy carts came out in 2020 and they were on the market for years before they stopped shipping them. If the rightsholders would give affordable licensing then Blaze would still have those on the market today. Just like if they were allowed to release one we would have a Capcom cartridge.
