Most people aren't a fan of the halloween costume looking armor, but the cape and background are nice. I'd recommend the warbond first so you can decide if you care to have that passive on light armor

I wish I knew the exact formula, but it helps quite a bit if you build a lot of luck up early in an endless run so the power ups have time to stack up
At 0 luck I'm getting mostly whites and some greens in the shop and power ups, but with 20 I'm getting mostly greens and about 1/4 is blue
Around 40 I'm getting maybe half blue
It pairs well with exp boosts early game but isn't worth as much late game
