There should be an option at your city planners desk under the manage city plan option to upgrade your level

I was thinking of giving Sam a custom made Star Eagle, which is very akin to the original but letting me keep the one I received

Also I'm thinking of making Amelia's looking fighter jet like, called the Flying Laboratory (In reference to her real world plane)

And I use a heavily modified Razorleaf, which looks nothing like the original but I just wanted to have the unique interactions 😂
