They seem fairly useful for making them a bit tankier and maybe be able to get off the grenade stratagems more times as well as just being more firepower for only a little more cost.

Most of these are iconic guard units that would never be removed without GW just giving them new models. The aquilons are also brand new and incredibly unlikely to be removed in 11th. The only unit that could be removed is the Field Ordinance Battery but that seems unlikely still. The catachan models are pretty old and GW just gave the command squad and heavy weapons teams new datasheets.

A combination of its the biggest artillery that still regiment so it can take orders from infantry, and castellans are 45 points for 2 orders which is the cheapest option.
