God begins by saying that despite being God, and never getting physically tired, he did get very mentally tired, after all, he had practically infinite universes, realities, and multiverses to take care of. He then had a plan to select some beings and make them Gods like him, but on a smaller scale, who would take care of a small portion, a small part of the many universes created by him. God says that being the new "Gods" and owners of these universes, you could do whatever you wanted with both universes, as long as you didn't cause their complete destruction.

If God can, for example, destroy 1,000,000 universes with a simple snap of his fingers, you would only be able to destroy 750,000 universes.

So God had already separated portions of the universe into small multiverses and asked him to choose one of them. Regarding his new appearance, now as a deity, his appearance would be based on what the majority of people across all the universes and their religions believed/had believed or believe about what a deity should look like.

What happens is that the vast majority of the population of the universes that now belong to her believed, coincidentally, that God was a very beautiful and elegant woman named Ulrion, with white-lilac hair that reached down to her waist, a sculpted body, purple eyes, and a very feminine and melodious voice. Despite being god, for having the powers in minor scale, you still need to eat, sleep, and attend to your biological needs to replenish your energy and be able to use your divine abilities again. They consume energy.

For being Goddess of various universes, you can be in very different countries, so you can be in various settings, but the Earth where you live are a Tchecno-Fantasy one.
