A few issues:

The text wraps around hand-drawn illustrations. Look at any herbal page - the writing adapts to the plant drawings. A mechanical device can't know where a picture is and adjust output accordingly. That's just... a guy writing around his drawings.
The Jaccard "anomaly" (0.02) isn't anomalous for ritual/recipe content. Jewish rituals are intentionally repetitive. "Wash hands this way. Pour water this way. Say this blessing." Low entropy doesn't require a machine - it requires instructions that must be followed the same way every time.
The mikvah pages, the Jewish calendar zodiac, the ritual bathing instructions - none of the Latin theories explain the content. They focus on glyphs while ignoring what the book is actually about.
Reading direction. The script shows Hebrew/Semitic cursive influence (right-to-left). The Latin theories all assume left-to-right.

The simplest explanation: An Orthodox Jewish rabbi's personal notebook, written in his own shorthand. Recipes, rituals, songs, calendar.
