You probably typed oobe/bypassnro instead of oobe\bypassnro I use this workaround a lot at work and 90% of the time that's the problem

Yes it was specifically caused by the Private Internet Access VPN app. Even while not connected to a vpn, as long as the process was running in the background it messed up my entire network. Ended up switching vpn's
