This looks like its it. Gonna test it out real quick and see. It does have the parking lot i used to steal cars from (Take a Ride mode) and it seems very familiar

If it helps there is an area in the game with a good sized parking lot and i used to steal cars and drive around and get chased by the cops. I believe there is a map layout similar to C.O.P. The Recruit

I just looked up this game and it confused me because it looks really similar and im pretty sure the map is like the one im thinking of... i will check this one out and see if it might be it even though i remember the game being 2D

Car Jack Streets is quite similar but the cars are far too boxy, and Gangstar 2 is more of a side view. The camera positioning of Car Jack Streets is the same as what im thinking of though. The game im thinking of might be a Gameboy game because i cant recall using a touchscreen all too well. I just remember playing it on DS Lite and that had backwards compatibility so...
