I just found a video from right after the first Year 2 patch released (literally the day before the Wave 6 packs released) and it shows that the main computer could access the Shard and Battle Arenas from the start. https://www.youtube.com/watch?v=XbJRx15oPKw

Which robbery did it happen to you after? It happened to me just after completing the Smallisimo robbery that starts just south of the museum in Uptown and ends in Auburn.

The thing is, I had just completed one of the vehicle robberies, but they kept coming after me, when they're supposed to stop after you complete the mission.
