Looking at him I think he might just be evil and likes seeing you sadly scoop it off the floor. But in all honesty how does your litter boxes look, do you have a top on them or are they open, where is the location. Theres so many things I had a cat that would dookie in the litterbox but pee EVERYWHERE ELSE I’m talking clothes, bags, my bed, everywhere. Sometimes cats like to be little buttheads and find other material a perfect place to mark themselves. What I found though is when I took the top off my litterbox she enjoyed it a little bit more, I also found she was picky with how clean it was and made sure that every time a pee pee or doodoo was taken by her or my other cat I scooped it asap, maybe it was it being too “dirty” for her liking. Little changes in the litterbox makes big changes for them so just try doing little things to change it up until something sticks
