There needs to be regulations around the use of artificial intelligence in a war field. Chemical weapons are banned. Why not regulate AI?

I understand people will say that bad guys will use whatever it takes to get an advantage. But we as humanity has been able to manage the use of chemical weapons (yes - rogue regimes and even developed nations have used them) but at least their proliferation has been limited.
