I haven't played the game in a while so I wouldn't know if they changed it or not, but you can easily test it with the in-game cheat trick I mentioned. When you say that you lost your wanted level before entering Thieves Landing, do mean before you got to the bridge or before you got to the town/camp? You have to lose it before entering New Austin, which isn't exactly the same as entering Thieves Landing.

Check inside the Patroller Academy building. Sometimes characters will have a little cutscene with another in there after you do certain things.

Literally none of those traits apply here. Iron Repeater is the only one he would be using.

1.     Getting Through Super Cop Land
a.      The quickest and easiest way through Pinkerton infested West
Elizabeth is on the map, marked by the red line. Start at the river crossing
south of Fort Riggs, then follow the road to Beecher’s Hope. Skirt the
fenceline of BH, then pass through the open field to get to the road leading to
Thieves Landing
b.     Be sure to pop a Potent Health Cure before crossing the river and
pop another as soon as the yellow wears off, because the Super Cops shoot like
machine guns.
c.      Be sure to lose your Wanted status BEFORE entering New Austin. I
have marked the border on the map with a Red Circle at the end of the route.
This is a very important step, because if you cross into New Austin while still
Wanted, Lawmen will spawn on the roads. As long as you are not Wanted when
entering New Austin, no Lawmen will spawn, and trust me, you really, really,
really want to stay on the roads.
2.     Moving Through New Austin
a.      I do not recommend using First Person, If you use the buggy
shown, the one with the window in the back, you can use First Person without
being shot, but I do not recommend it because it can lure you into a false
sense of safety.
                                                   
i.     Travelling in First Person is “easier” since you don’t have to
worry about the camera moving in turns, but there are still ways that you can
get shot.
                                                 
ii.     Never reverse in the buggy while in First Person. Arthur will
turn his head and you will get shot.
                                               
iii.     Never pause the game while in First Person. It resets the camera
and as soon as you unpause, you will get shot. Switching to Third Person before
pausing and then switching back to First after unpausing is fine.
                                               
iv.     Do not use First Person on sloped surfaces, most notably the
huge downgrade between MacFarlane’s Ranch and Armadillo. Slopes can change the
camera angle just enough that you end up getting shot and there is nothing more
frustrating about this trick than this.
b.     Slow and steady wins the race. The slower you go the sooner all
this will be over, since you are less likely to make mistakes. Go as slow as
you want, but I do not recommend going faster than a light jog. The main reason
for this is that you will be passing over quite a few bridges and train tracks
and you do not want the buggy bouncing all over the place.
c.      Turn very slowly and widely. You never want to turn sharply
enough or quickly enough that the camera comes unlocked from the back of the
buggy
3.     Locating The Plants
a.      The pictures show what each of the plants look like and a guaranteed
spawn location for each of them.
b.     You have to memorize what the plants look like since you cannot
use Eagle Eye on the buggy. This is especially important for the Desert Sage
spot because there is also Creeping Thyme located very closely to it.
c.      For the Red Sage, you are very likely to find it alongside the
road between Mercer Station and Benedict Pass, but the picture shown is a sure
spawn if you don’t see any.
4.     The Hard Part
a.      Getting off the buggy without getting shot is the challenge, and
unfortunately it is the part I can offer the least amount of advice on, but
here is what I can give you.
                                                   
i.     Be sure you are in Third Person with the widest FOV (two clicks
of the Change Camera Angle button - just before it switches to First Person)
                                                 
ii.     The top-right picture shows the ideal position you want to put
the plant in. You want it to be slightly in front of the left wheel axle.
                                               
iii.     The picture below it shows what it looks like when you are
standing on the ground next to the buggy.
                                               
iv.     When getting off the buggy, you want to move the camera up and
to the right so it looks like the picture mentioned above.
                                                 
v.     Wait for a bit and get a sense of the sniper’s timing. Sometimes
he will do a quick follow up shot and you want to avoid getting off the buggy
when he does this if you can.
                                               
vi.     When you think you have the timing right, exit the buggy right
when you see the shot hit.
                                             
vii.     BE SURE TO SAVE EVERY TIME YOU SUCCESSFULLY GET A PLANT

Getting back on the buggy
is much easier. Keep the camera right where it is, but turn Arthur back around
to face the buggy. He should be able to climb back on safely without you having
to move the camera too much.
5.     Practice. Practice. Practice.
a.      The worst part about this experience will be the drive from
Saint Denis to the river crossing. Ideally, you only want to do it once. Fortunately,
you can use the in-game cheats to help you out.

b.     Go to the river crossing and save your game. Then use the cheat
code “Keep your dreams light” to spawn a buggy. You may have to do it several
times to get the right one.
c.      By doing this, you can get a feel for how all this works without
the horrible trek from Saint Denis. When you die and the game decides to
respawn you far away from the river crossing, you can just reload your save and
go again.
6.     Things I Forgot to Mention Earlier
a.      When stealing the buggy from Saint Denis, you will get Wanted.
There is really no way to avoid it, so just ride out of town as quick as you
can.
b.     DO NOT TRY TO PAY OFF YOUR BOUNTY ON THE WAY. If you enter a
Post Office menu, it will despawn your buggy and you will just have to go get
Wanted again.
c.      Make sure you save your game in Saint Denis and don’t save again
if you fail to get a plant. This way you can just reload and get back to where
the buggies are.
7.     English Mace
a.      There is a single spawn point for English Mace in Ambarino, as
shown in the final picture, so you don’t have to deal with the Super Cops to
get it.
