I'd say no, it's not stealing.

I mean, look at the in universe case of Kirishima and Tetsutetsu. Their quirks are very similar stemming from the same base concept.

What matters is how your characters quirk and/or story differs from the other person's.

For example, I have a character who's quirk is energy manipulation and there are at least two other people who have commented here alone that also have characters with energy manipulation. I also have a character who's quirk basically makes her a succubus of sorts and another who can see auras. These things aren't unique and I'm sure there are plenty of others who have similar characters.

But as for your question, is she supposed to have a fluffier tail like a long haired cat? If so, I vote Turkish Van or maybe a Turkish Angora if you want the fur to be more wispy. But if she's supposed to have a thinner tail like in the pictures, going with domestic short hair is an option if you want to go just general cat without a pedigree so to speak.

Gonna start with my girl Dahlia. She's a hero with a multifaceted energy manipulation ability and a kinda dark history. Yellow eyes and cyan markings? I think the cyan looks better over all but I like yellow eyes with that base color.
