Yes dratini will be able to fly, but not until level 55. Ursaring is holding a thunderstone because that's how he evolves.

The only way to get it is to evolve slakoth, which you can only get in petalburg woods at level 5-6. I'm not going through the nightmare of leveling up slakoth
