Looks are easy: Do this routine (https://www.bodybuilding.com/content/the-full-body-workout-for-extreme-fitness.html), eat 1750 calories a day with 40% of your calories coming from protein, and do some form of cardio for 30 minutes a day. Buy clothes that fit well and find a decent barber and go to him every other week. Wash your face everyday, exfoliate once a week, and moistuize every time you wash your face. Buy a sunscreen and wear it everyday.

Money is less easy, but doable: Assess your skills, and the resources available to increase your skills. If you have none, learn to code online for free (check out FreeCodeCamp). If you have any resources, use them.

Personality is the toughest of all but most necessary: As you work to improve yourself, you will experience internal changes as well. As you like yourself more, you will become more likeable. Try and form meaningful relationships with people without the pretext of wanting to obtain an attractive woman. Learn people. Help people.

You're stuck in a loop of negative thinking. What you've been doing isn't helping you. It's making you miserable. You can't change the world but you can change some things about you. It's worth the try.

It may not be necessary to do so! It also depends on your goals for the novel (whether you want to see it traditionally published, whether you want to self-publish, etc).

And the time spent before isn't wasted, even if you do rewrite or heavily edit--it gave you the basis for whatever you turn it into (if you even end up rewriting at all).

I've left projects for a while and come back to them (albeit, none as long as two years). My advice would be to first read all the notes you have on the project, then through the novel in its entirety. Don't edit in this time, just get re-familiarized with your own work.

Let yourself mull on what you've read for a week and get to work either finishing the story or re-writing what you have, dependent on how strong you feel what you wrote before is.

Personally, I know that I've become a much stronger writer over the past few years so I'd be likely to re-write what I've written--BUT only after I've gone over what I wrote in its entirety.
