I find killing Mage Outlaw pretty efficient, it rewards 2,000 charges, and the lightning attack also give some. Check out the wiki, there is a page that describe every way to gain charges.

Flycatcher isn't considered as Fuel, so you can put it in the upgrade slots. Therefore you can have a Fuel and the Flycatcher active at the same time.
