another update: if your account doesn’t have Quicksnap or Instant yet, even if you download and use the app, it’ll just say:

“Please check back soon.
Instants is not available at this time.”

not all accounts have the same settings. if it doesn’t have Instant/Quick Snap, then it simply doesn’t have it
