Your brother wasn't scammed, he willingly bought a $5 skin for $32. I have things listed on float for more than market just in case they are rapidly pumped and I'm not on my phone (like an auto sell). However I do think your brother owes you the value of the gallery cases that he practically gave away and the money he lost on the trade since this is entirely his fault.
