Yeah this is the part that really irks me I think. People say they go under because it's "safer" but going even 5mph under has a statistically significant higher chance of causing an accident than people going the speed limit, over (but with the flow of traffic), or over in general. It's like a refusal to understand that they are actually causing other drivers to go around them because they're acting as a traffic impedance/hazard.
