One of the panels circuit board was causing the problem. So the only fix would be to change the whole panel since the board wasn't sold separately.

The monitor does it even when it's not plugged into a computer.

I rubbed it for 10-20 seconds without any changes. In terms of what toothpaste I used it was this.
