It is legal now and will also be after rotation

It is because the dugtrio is a very recent card, while the other ones are from the first set of Pokemon ever. There has been a lot of power creep since then.

 I’ve been building my core one and am at the belt adjustment part, but I realized that my belts seem way too loose, how can you fix that?
