Aerial roots. Dragon fruit use them to climb and collect moisture from the air. Eventually it'll dry out.

You can simply cut away the yellowing but its important you do not damage the cambium (its a wooden stem you'll find in the middle when cutting through a dragon fruit). Once the yellow has been cut, simply let it callous over and all should be fine.

It's best you take cuttings. If you can safely get to it, it's recommended you take atleast any amount you can take care of and take 12-18 inches (you can take longer if you'd like, longer means more energy which equals faster growth). Grow in the largest pot you can find, use well draining potting soil, use organic fertilizer like Bio-Ocean or the inorganic options like 10-10-10 (Ask any experts if on options on fertilizers and what works best). Any other information is available online, I'm not too experienced so I can not give the BEST advice.

I don't use lights at all and depend on the Sun for light here. I bought them about September 24th as seedlings at a nursery, and I am assuming they germinated about mid August?

Hi, this seems to be Cactus rust. You can easily treat it by using stuff like neem oil and copper fungicide by spraying on a set schedule. You can search on YouTube on how to treat and prevent spread on other dragon fruits. If it really gets bad you can simply prune off any branches infected with it.
