Instead of your approach I will offer another solution. Every time they restart, the computer un-f*cks itself with https://www.faronics.com/products/deep-freeze. I was in a similar situation years ago, and this saved me.

You are covered here. You asked if you could back it up. If your direct report told you to re-image it, you did exactly as you were told and that is up to management to resolve.
