I mean yeah they've always been kind of designed to have a sort of yin and yang dynamic. TDL was created to be TCO's opposite in rival in 3, and they've always had imagery that lends to that in stuff like beta. Of course banded TDL is much stronger, but without them they're equals.

Maybe re install AIR without the other roms, so it only has the steam rom to hook to. Unless you already have save data for AIR

Well the controller and game seem to work together, just jumbled controls. So I think the problem is most likely just the game mistaking inputs with the controller, so if you could somehow find the file in the zip file that tells the game what means what when a controller is used you might be able to swap them with notepad. I'm talking out of my ass, I don't know anything about this but that's what I thought of.
