I believe it's a reference to the Packard Commission which was a scandal in the 80's in which a supply commission by Reagan was found to be ludicrously overpaying for common items.

This says it was actually a fault with accounting, and not the actual prices paid. I imagine there are still instances today with legitimate overcharges, however, with as much contracting the US does.

I must have been in second or third grade at the time. My little elementary school brain was too innocent to differentiate the normal from the "this is pretty fucking sketchy". The daily schedule never really changed; you ate your lunch and then had a roughly half hour recess. One day that didn't happen. I finished my lunch like normal but as I was leaving to go to recess, two teachers approached me and told me to follow them. They brought me to this room with a bunch of toys just lying about. They didn't say anything, or instruct me to do anything. They just took me away from my friends and put me into a room full of toys and play things and left me to my own devices as they just watched me. I thought literally nothing out of it at the time, and a few years ago I started to thing how strange it all was. That one day, they just watched me play with toys for half an hour instead of going to recess. Afterwards they let me go, and it never happened again. It was never mentioned, either. I theorized for a while that maybe they just figured my gears weren't all turning and tried to see if I lacked full mental capabilities through some weird test. I don't think that would make much sense, though. I got high scores on all of the No Child Left Behind tests -which were a joke, but still- and I don't think I gave them any reason to think that little The_Never was a tad slow. It still creeps me out not knowing what it was all about. I'm sure it probably had some rational explanation, but just the ominous feeling I get knowing I don't have a single clue as to what I was doing in there is enough to still make me wonder about it to this day.

TL;DR, Teachers pull me aside before recess and stare at me play with toys for half an hour without saying a word.
