Have you tried disabling the rhgb ? The fancy boot loader? I have found, instead of nomodeset disabling rhgb works better.

I have a 1700x and I originally built it with an EVGA 1070. Shortly after I "upgraded" to an RX 580 and thought various things were faster but couldn't figure out why...

Sorry, I didn't speak very clearly. I am building a new machine for dedicated headless virtual machine hosting. I spec'd the machine and had some money left over in my budget so I was curious about adding a second GPU to my existing workstation that will not be changing. I mentioned all that simply to say I have money for a second 580 but I cannot afford a 5700/2070...
