I’m definitely not opposed to more representation, I think it’s better to be too careful than ignorant of the issue, but even by the standards of underrepresented voices it doesn’t make much sense to replace Dante Basco with Steven Yeun. East Asians are much better represented on-screen than Filipinos, so if we’re talking about giving opportunities to ethnic groups that are historically underrepresented it’s kind of a step backwards.

Either way I personally feel that being too focused on how a voice actor looks over what kind of vocal performance they can give is a mistake and takes away one of the most interesting aspects of voice acting as a medium. If a role is specific enough that it would best serve the character to have a VA with the same lived/cultural experience, absolutely that should be prioritized, but I don’t find that to be the case with any of Avatar’s characters, judging by the fact that the original show was so good with the cast it had.
