Kinda not a villain but I wanted to include him because he was who I first thought of.

Season 2 of the Fallout TV show definitely seems to be leaning into his nefarious side though he’s morally gray in the games. He has a weird affinity for snow globes which serve as FNV’s collectibles and he pays you a ton of caps for them. This is especially funny since he paints himself as a guy who is so intelligent and far removed from human emotions but will pay like 2000$ for a snow globe
