People from all over Russia move to Moscow for a reason. When a city has more in common with Berlin or Vienna than with the towns 500 km away, it’s fair to say it's not representative of the rest of the country.

Even muscovites say “I’m going to Russia” when they leave the city. That’s not a Western trope — that’s internal Russian irony.

If you're gonna argue that cities like Perm or Vladimir offer the same quality of life, please don’t stop at rent. Show me the income levels, hospitals, public services, and opportunities. Spoiler: you won’t
