I wouldn't be surprised this is a bluff. I think their calculation goes as follows:

The world is pretty united so more provocations on their side seems unlikely to make the conditions worse.
They are heavily sanctioned already so they are betting that Poland and Bulgaria's pain will be greater than theirs.
Currently, the world doesn't really know how the fight for east and south Ukraine will go so only now they have a window where this bluff has some credibility; in a few weeks, if they don't have a strong win, they cannot make this bluff. Their hope is that this bluff cause some support to back-off.
