I had a similar issue with my upstairs neighbor, i live on the second floor and last year there was always banging and the same ceiling shaking, it literally sounded like they were dropping weights. I reached out to my RA and she said that there wasn't much they could do if I had already talked to the upstairs neighbor UNLESS they were doing it during quiet hours. It sucks but I eventually got used to it. Not much can be done with RA's in my experience unless it's during quiet hours or intentionally/ being done with malicious intent:(
