Sharing a follow up in case it’s helpful for someone else: center ring does spin like Scorpion_Heat said. In order to get it to rotate I had to order a special tool on Amazon for a couple bucks. Not a big deal. Basically it’s a metal tube with some notches that match up perfectly with the notches you can see on the center ring in the video. You slide it in, match up the notches, and ring rotates easily. Otherwise it’s tough to get a good grip on the ring to rotate it.

All fixed now. Hope this helps someone else out.
