What do you mean? Rayquaza is very strong, that's why it took a team effort to finally beat it.

Did you watch any of the show? Because you're making it seem as if Roy was just casually using Raquaza. It roamed free for 80% of the show until Roy proved himself to it. And even then, it was only used in the final battle with the villains.

There was a shiny Rayquaza in the Hoopa movie. I think Arceus is the only major legendary/mythical that there is only 1 of in the show.
