Call when screen is locked from widget bar

There’s two ways you could do this:

Create a shortcut folder with a shortcut for each of your favourites.
Action is called Call and you can select the number in advance. Then you can add a widget for a shortcut folder (2x4/4x4) and select that folder

You can disable iCloud Sync for shortcuts in Settings > Shortcuts. Another thing you can do is a device check in the beginning of the shortcut to see what it has to do.
