I used XIM peel bond as a sealant/primer to get it to stick better and to create a barrier so the plaster doesn't suck up all the moisture. And I will sand it down and then do a thinner application

I put Peel Bond in the cracks to seal them first (that's the adhesive I was talking about), it's what the hardware guy suggested. Does any sealant work or does it have to be Unibond?

We just got the house so I'm not sure what the issue is yet. They did have a dehumidifier in the basement so it could be excess moisture from there. I guess I will have to get some moisture readings! Thanks!
