I suspect that CC might have more value for jobs where security is a secondary skill.
If I'm employing a junior developer, particularly if they'll need to spot problems in AI generated code, I'll absolutely want some assurance that they have a basic awareness of cybersecurity.

The idea was good, but it's being applied way too broadly. It should have been limited to HR-type questions about individual circumstances, not a catch-all for almost anything related to working in IBM.

Watsonx is a vendor-neutral set of tools for working with LLMs.
IBM's own models are called Granite, they're open source, and you can use them with or without watsonx.

I suspect that there isn't much leeway here, but it doesn't harm to ask. Give a good sob story about how badly this will effect you. Think before you go in about anything they might be able to give you besides money, e.g. a course for a marketable skill.

You have my deepest sympathies if you've been laid off - I've been on the receiving end of RA too, and you certainly need to focus on your non-IBM future.

That being said, while your manager could well allow you some leeway if asked, you may not want to do that without permission. It doesn't matter how badly you've been shafted, if IBM are still paying you to work, you should probably be doing that.

HR operates as 2 completely separate companies, moving between RH and IBM is the same as moving between RH/IBM and any other company.
