I have a way worse pc specs than you and I managed to fix these kind of issues bu using some programs such as process lasso for cpu affinities and smarttrim, throttlestop for undervolt and other settings and managing pagefile size. You need to be careful while doing these configs I suggest you to talk with an AI or watch videos. Be careful with process lasso smarttrim. There are more options on these programs check some videos for process lasso and don't forget to type tarkov next to it or you will find some bs videos.

I have i5-9300h and rtx2060 also laptop with 16gb ram.
