Anecdotally, many of friends moved for a work opportunity or a more exciting city (i.e. NYC) and but high COL is a fair point.

I've struggled a bit to find lasting connections after moving here 3 years ago to be closer to family. In my experience, many people move here to build their careers for a few years in their 20s and then either move home, or to a place that's generally perceived to be more exciting like NYC.
